This thick Eureka micron filter fits at the bottom of the bag housing on Victory uprights and below the cyclonic chamber on most WhirlWind uprights.

It measures 4.75" x 3.75" x 0.4" and is white with one yellow side although it has been completely white or white and blue in the past. This updated filter has a fairly stiff backing, replacing earlier ones which tended to be pulled into the motor input if overloaded with dirt.
